本报讯 昨天，教育部副部长吴启迪宣布，今年6月开始大学英语四六级考试将采用710分记分制，不再设及格分数线，也不颁发合格证书，只发放成绩单。

今年6月考试沿用现行题型

同时，教育部还计划对四六级试题内容进行试点改革。全国共有180所高校参与试点，其中北京有24所高校。明年1月开始，试点学校学生参加四级考试时将采用新题型，新六级考试题型自明年6月起施行。

今年6月考试仍采用现行题型，采用710分制。

主考听说，放弃以阅读理解为主

据介绍，这次大学英语教学改革把原来的阅读、理解为主转变为以听说为主，全面提高综合英语能力。

教育部初步定于2007年1月全面实施改革后的四级考试题型，2007年6月全面实施改革后的六级考试题型。

高校自定四六级是否挂钩学位

吴启迪强调，高校将四六级考试的成绩和学位证书挂钩，是教育部从来没有要求过的，这次改革后的四六级和毕业挂钩，具体做法怎样，是大学自己范围内的事情。

教育部高等教育司司长张尧学则表示，“我们现在把及格分数线取消了，只提供分数。但学校可以定一个，你达到500分了，可以拿毕业证，我们也没有办法，因为这是它自己的权利。”

恢复评估面貌，减轻社会权重

在昨日的新闻发布会上，吴启迪还表示，今后将加强考务管理。今年6月起，教育部考试中心将启用新的四六级考试(试点)报名和考务管理系统，切实座号考试保密工作，严格认定考生报名资格，逐步将考生范围限制在校内，恢复大学英语四六级教学评估考试的本来面貌，减轻四六级考试的社会权重。具体方案将由教育部考试中心在近期内公布。

教育部表示，迫切需要改革四六级考试管理体制

吴启迪说，大学英语四级考试从1987年9月开始，六级考试从1989年1月开始。

1987年第一次考试仅有10万多人参加，而到2004年，四六级加在一起是1100多万人。

大学英语四六级考试规模非常大，差不多是世界上单科规模最大的考试。

吴启迪说，这么大规模的考试，现在有些问题。除了这样的考试不能适应社会对学生实际应用英语的需求外，就是从防止作弊方面看，也迫切需要对四六级考试本身以及管理体制进行改革。

她表示，由于大学英语四六级考试被社会夸大，最终必然导致不少学校为了盲目追求通过率而进行应试的教学，少数学生还出现了作弊的现象，甚至不法分子铤而走险做出了诸如卖考题，现场作弊以及教师帮学生作弊等违法乱纪的事情，这些现象如果任其发展，就败坏了考试的声誉，而且由于作弊现象的出现，也影响考试本身的公平性、公正性。这跟考试本身的改革有一定的关系。

“说实话，都受不了了要塌下来了”

教育部官员表示，社会应降低四六级考试权重

教育部副部长吴启迪在昨日新闻发布会上表示，现在有学校把四六级考试和毕业证书、学位证书挂钩，社会用人单位把四六级作为用人当中的一个新进人员标准。

这些与四六级考试原本教学评估的初衷是不一致的。

教育部高教司司长张尧学也表示，虽然改革后的大学英语四六级考试也欢迎社会考生，但最好还是把考生范围限制在高校学生之中，因为这只是教学评估考试。

张尧学说，教育部不希望社会过分关注四六级考试，社会过分的关注对教育部的压力很大，“说实话，都受不了了，要塌下来了”。现在不再发放合格证书的初衷就是要降低社会权重，减少社会对此的关注。

“只要挂钩，作弊难免”

北京市政协委员欲向全国两会呼吁高校“考试脱钩学位”

(刘永泰 北京市政协委员)“对于教育部这次四六级考试改革，我很赞赏，但只要四级考试与学位挂钩，目前的舞弊现象就不能杜绝。”刘永泰说，这次教育部的改革明确四六级考试重应用的趋势，也正式表明高校“考试与学位挂钩”不必要。“所以在即将召开的全国两会上，我会通过九三学社继续向高校呼吁取消考试学位的挂钩。”今年1月，北京市两会期间，刘永泰正式提交了“关于取消将学生学位证书的授予与英语四级考试挂钩”的提案，自此四级考试与学位挂钩问题再次引起社会的广泛关注。“四级证书的重要就是因为它与你毕业有关。”刘永泰认为，教育部想让四六级考试“不要太被社会关注”，真正成为一个“教学的考试”，“但只要考试还与学位挂钩，学生就不可能不关注，改革的目的也自然难达到。”

“不挂钩，还不如取消”

教育专家认为本次改革取消及格线是亮点

(劳凯声北师大教育政策与法律研究所所长、博士生导师、国务院学位委员会教育学科评议组成员)“四六级考试如果什么都不挂钩还不如取消。”劳凯声表示，每个考试都应该有其功能，像托福、GRE等语言考试是美国等国家高等院校的入学考试，目的就很明确。而现在教育部门表示，四六级考试并不强行要求考生参加，同时认为高校也不应把“考试与学位挂钩”，甚至反对用人单位招聘以四六级作为标准。“那我就要反问一句，四六级考试的意义何在？

学生、学校花费巨大人力财力又有何用处？如果考试什么用都没有，那还不如取消。”对于这次四六级考试改革，劳凯声认为，取消及格线是一个亮点。

高校态度

看重分数观念一时难以消弭

高校教务处人士称，人为划定的合格线还可能出现

本报讯昨天，教育部正式向社会公布四六级试行改革方案。北京大学、北京师范大学和北京理工大学教务处的有关负责人均向记者表示，作为高校都早已开始关注本次改革。四六级成绩与毕业证书和学位证书挂钩不挂钩还是一种形式，各高校关注的，还是新考试方案对于教学质量的促进。

北大教务人士：继续采取自测方式

北京大学教务部部长关海庭说，四六级改革和北京大学的关系不是很密切。

据了解，北京大学和清华大学两所高校，都有一套自己的英语考试方案，称为水平测试，这两所高校的学生一般通过本校英语考试，而取得学位证书。关海庭表示，北京大学还是继续会采取自己的考试方案，北大本校的英语考试难度略微高于国家六级。

北师大教务人士：“合格线还可能会划”

北京师范大学教务处处长葛岳静说，在北师大，只要通过国家六级就可以免考学士学位英语考试，学生可以任意选择一种，通过毕业。

葛岳静表示，北师大会对这项改革持观望态度，进而调整毕业要求。假如这次四六级改革后，还是强调应试教育，就不采纳。

葛岳静认为，在当前的就业竞争激励的环境下，看重分数的观念一时难以消弭，而部分高校还是可能会人为划定合格线的。她举例说，如果清华会划到600分，那么北师大划到580分，具体怎么划定视改革后的推行效果。

北理工教务人士：“理解考试挂钩毕业”

北京理工大学教务处副处长庞思勤表示了北理工对这项改革的欢迎态度，“我们会积极响应”。庞思勤说，“这次改革很及时，如果考试不改，教学改革很难推进。不然接受改革教学的学生再参加旧式的四六级考试，恐怕会不适应。”庞思勤对于将毕业证书和四六级挂钩表示了理解。他说，高校这么做原本是迫于社会就业的压力，和改革不改革没有大的关系。改革后，社会如果没有形成统一的分数，就会减少高校挂钩的压力。但相反，如果像托福一样，社会上的各级单位注重各自划定的分数线，那么高校为了就业率，也会相应划分。

四六级题型改革四大要点

1.成绩报道方式变记分体制由原来100分制改为710分记分体制。从今年6月起，考试成绩将改为分布在290-710分之间，具体是正态分，均值是500分，一个标准差在70分，成绩低可以到290，高可以到710，计分模式与托福类似。

2.给学生报总分和各单项分从今年6月开始，试卷将分四大块，听力、阅读、综合、写作，阅卷后只向学生发放成绩单，给每个学生报总分和单项分，让考生了解自己能力的强弱所在。还将向学校给予成绩解释，主要是使学校更好地理解分数含义。

3.听说题大增阅读写作下降从2006年1月开始，听力理解部分将由原来的20%提高到35%，还会出现一定数量的主观性试题；而阅读理解部分由原来的40%降为35%.阅读理解中仔细阅读占25%，快速阅读占10%；写作本身不变。有议论文、说明文等写作，但占整个试卷的比重会从15%下调到10%.

4.暂不实行机考也无“题库”听力考试更接近现实生活。题材采用短对话、长对话、广播电视讲座节目等。但近期四六级考试不会实现机考，也不会有所谓“题库”存在，还是采取考试的命题为首
