三、规范行业行为，加强行业自律建设。制订和完善行业规范和标准。在行业自律管理问题研究成果的基础上，补充完善工程造价专业人员执业道德准则、工程造价咨询成果文件质量标准、优秀工程造价成果评审办法等相关文件，提高行业的执业水平和服务质量，为工程造价行业发展创造良好环境。
四、推进工程造价咨询行业诚信建设。逐步建立造价咨询企业、注册造价工程师信用档案体系，对造价咨询企业、注册造价工程师实行警示制度和失信惩戒机制。倡导行业诚信服务，组织开展行业诚信评价，评选先进单位会员、先进个人会员活动。继续开展工程造价咨询企业营业收入百名排序活动，促进工程造价咨询企业品牌意识。
五、认真贯彻建设部第 150 号部令，修订完善注册造价工程师继续教育管理办法。组织编写造价工程师继续教育培训教材及全国建设工程造价员继续教育培训大纲，全面提升工程造价专业人员的综合素质和执业水平，以满足新形势下人才的需求。
