本報訊 昨天，教育部副部長吳啟迪宣布，今年6月開始大學英語四六級考試將採用710分記分制，不再設及格分數線，也不頒發合格證書，只發放成績單。

今年6月考試沿用現行題型

同時，教育部還計劃對四六級試題內容進行試點改革。全國共有180所高校參與試點，其中北京有24所高校。明年1月開始，試點學校學生參加四級考試時將採用新題型，新六級考試題型自明年6月起施行。

今年6月考試仍採用現行題型，採用710分制。

主考聽說，放棄以閱讀理解為主

據介紹，這次大學英語教學改革把原來的閱讀、理解為主轉變為以聽說為主，全面提高綜合英語能力。

教育部初步定於2007年1月全面實施改革後的四級考試題型，2007年6月全面實施改革後的六級考試題型。

高校自定四六級是否掛鉤學位

吳啟迪強調，高校將四六級考試的成績和學位證書掛鉤，是教育部從來沒有要求過的，這次改革後的四六級和畢業掛鉤，具體做法怎樣，是大學自己范圍內的事情。

教育部高等教育司司長張堯學則表示，「我們現在把及格分數線取消了，只提供分數。但學校可以定一個，你達到500分了，可以拿畢業證，我們也沒有辦法，因為這是它自己的權利。」

恢復評估面貌，減輕社會權重

在昨日的新聞發布會上，吳啟迪還表示，今後將加強考務管理。今年6月起，教育部考試中心將啟用新的四六級考試(試點)報名和考務管理系統，切實座號考試保密工作，嚴格認定考生報名資格，逐步將考生范圍限制在校內，恢復大學英語四六級教學評估考試的本來面貌，減輕四六級考試的社會權重。具體方案將由教育部考試中心在近期內公布。

吳啟迪說，大學英語四級考試從1987年9月開始，六級考試從1989年1月開始。

1987年第一次考試僅有10萬多人參加，而到2004年，四六級加在一起是1100多萬人。

大學英語四六級考試規模非常大，差不多是世界上單科規模最大的考試。

吳啟迪說，這么大規模的考試，現在有些問題。除了這樣的考試不能適應社會對學生實際應用英語的需求外，就是從防止作弊方面看，也迫切需要對四六級考試本身以及管理體制進行改革。

她表示，由於大學英語四六級考試被社會誇大，最終必然導致不少學校為了盲目追求通過率而進行應試的教學，少數學生還出現了作弊的現象，甚至不法分子鋌而走險做出了諸如賣考題，現場作弊以及教師幫學生作弊等違法亂紀的事情，這些現象如果任其發展，就敗壞了考試的聲譽，而且由於作弊現象的出現，也影響考試本身的公平性、公正性。這跟考試本身的改革有一定的關系。

「說實話，都受不了了要塌下來了」

教育部官員表示，社會應降低四六級考試權重

教育部副部長吳啟迪在昨日新聞發布會上表示，現在有學校把四六級考試和畢業證書、學位證書掛鉤，社會用人單位把四六級作為用人當中的一個新進人員標准。

這些與四六級考試原本教學評估的初衷是不一致的。

教育部高教司司長張堯學也表示，雖然改革後的大學英語四六級考試也歡迎社會考生，但最好還是把考生范圍限制在高校學生之中，因為這只是教學評估考試。

張堯學說，教育部不希望社會過分關注四六級考試，社會過分的關注對教育部的壓力很大，「說實話，都受不了了，要塌下來了」。現在不再發放合格證書的初衷就是要降低社會權重，減少社會對此的關注。

「只要掛鉤，作弊難免」

北京市政協委員欲向全國兩會呼籲高校「考試脫鉤學位」

(劉永泰 北京市政協委員)「對於教育部這次四六級考試改革，我很贊賞，但只要四級考試與學位掛鉤，目前的舞弊現象就不能杜絕。」劉永泰說，這次教育部的改革明確四六級考試重應用的趨勢，也正式表明高校「考試與學位掛鉤」不必要。「所以在即將召開的全國兩會上，我會通過九三學社繼續向高校呼籲取消考試學位的掛鉤。」今年1月，北京市兩會期間，劉永泰正式提交了「關於取消將學生學位證書的授予與英語四級考試掛鉤」的提案，自此四級考試與學位掛鉤問題再次引起社會的廣泛關注。「四級證書的重要就是因為它與你畢業有關。」劉永泰認為，教育部想讓四六級考試「不要太被社會關注」，真正成為一個「教學的考試」，「但只要考試還與學位掛鉤，學生就不可能不關注，改革的目的也自然難達到。」

「不掛鉤，還不如取消」

教育專家認為本次改革取消及格線是亮點

(勞凱聲北師大教育政策與法律研究所所長、博士生導師、國務院學位委員會教育學科評議組成員)「四六級考試如果什麼都不掛鉤還不如取消。」勞凱聲表示，每個考試都應該有其功能，像托福、GRE等語言考試是美國等國家高等院校的入學考試，目的就很明確。而現在教育部門表示，四六級考試並不強行要求考生參加，同時認為高校也不應把「考試與學位掛鉤」，甚至反對用人單位招聘以四六級作為標准。「那我就要反問一句，四六級考試的意義何在？

學生、學校花費巨大人力財力又有何用處？如果考試什麼用都沒有，那還不如取消。」對於這次四六級考試改革，勞凱聲認為，取消及格線是一個亮點。

高校態度

看重分數觀念一時難以消弭

高校教務處人士稱，人為劃定的合格線還可能出現

本報訊昨天，教育部正式向社會公布四六級試行改革方案。北京大學、北京師范大學和北京理工大學教務處的有關負責人均向記者表示，作為高校都早已開始關注本次改革。四六級成績與畢業證書和學位證書掛鉤不掛鉤還是一種形式，各高校關注的，還是新考試方案對於教學質量的促進。

北大教務人士：繼續採取自測方式

北京大學教務部部長關海庭說，四六級改革和北京大學的關系不是很密切。

據了解，北京大學和清華大學兩所高校，都有一套自己的英語考試方案，稱為水平測試，這兩所高校的學生一般通過本校英語考試，而取得學位證書。關海庭表示，北京大學還是繼續會採取自己的考試方案，北大本校的英語考試難度略微高於國家六級。

北師大教務人士：「合格線還可能會劃」

北京師范大學教務處處長葛岳靜說，在北師大，只要通過國家六級就可以免考學士學位英語考試，學生可以任意選擇一種，通過畢業。

葛岳靜表示，北師大會對這項改革持觀望態度，進而調整畢業要求。假如這次四六級改革後，還是強調應試教育，就不採納。

葛岳靜認為，在當前的就業競爭激勵的環境下，看重分數的觀念一時難以消弭，而部分高校還是可能會人為劃定合格線的。她舉例說，如果清華會劃到600分，那麼北師大劃到580分，具體怎麼劃定視改革後的推行效果。

北理工教務人士：「理解考試掛鉤畢業」

北京理工大學教務處副處長龐思勤表示了北理工對這項改革的歡迎態度，「我們會積極響應」。龐思勤說，「這次改革很及時，如果考試不改，教學改革很難推進。不然接受改革教學的學生再參加舊式的四六級考試，恐怕會不適應。」龐思勤對於將畢業證書和四六級掛鉤表示了理解。他說，高校這么做原本是迫於社會就業的壓力，和改革不改革沒有大的關系。改革後，社會如果沒有形成統一的分數，就會減少高校掛鉤的壓力。但相反，如果像托福一樣，社會上的各級單位注重各自劃定的分數線，那麼高校為了就業率，也會相應劃分。

四六級題型改革四大要點

1.成績報道方式變記分體制由原來100分制改為710分記分體制。從今年6月起，考試成績將改為分布在290-710分之間，具體是正態分，均值是500分，一個標准差在70分，成績低可以到290，高可以到710，計分模式與托福類似。

2.給學生報總分和各單項分從今年6月開始，試卷將分四大塊，聽力、閱讀、綜合、寫作，閱卷後只向學生發放成績單，給每個學生報總分和單項分，讓考生了解自己能力的強弱所在。還將向學校給予成績解釋，主要是使學校更好地理解分數含義。

3.聽說題大增閱讀寫作下降從2006年1月開始，聽力理解部分將由原來的20%提高到35%，還會出現一定數量的主觀性試題；而閱讀理解部分由原來的40%降為35%.閱讀理解中仔細閱讀佔25%，快速閱讀佔10%；寫作本身不變。有議論文、說明文等寫作，但占整個試卷的比重會從15%下調到10%.

4.暫不實行機考也無「題庫」聽力考試更接近現實生活。題材採用短對話、長對話、廣播電視講座節目等。但近期四六級考試不會實現機考，也不會有所謂「題庫」存在，還是採取考試的命題為首
