The Political Bureau of the Communist Party of China (CPC) Central Committee decided Friday that the Sixth Plenary Session of the 17th CPC Central Committee will convene in Beijing in October this year.

The decision was made at a Political Bureau meeting, presided by President Hu Jintao, also general secretary of the CPC Central Committee.

2.英語新聞:China announces enforcement regulations for amended personal income tax law
The State Council, or China's cabinet, on Wednesday announced new regulations designed to facilitate the enforcement of the country's new indivial income tax law, which features an increased monthly tax exemption threshold.

Premier Wen Jiabao signed a State Council order to approve the creation of the regulations, which are set to take effect on Sept. 1, 2011.

The National People's Congress (NPC) Standing Committee, or China's legislative body, adopted an amendment to the indivial income tax law ring a bimonthly session last month. The amendment raised the monthly tax exemption threshold from 2,000 yuan (307.7 U.S. dollars) to 3,500 yuan.

The new law reces the previous nine-bracket system to a smaller seven-bracket system, eliminating brackets corresponding to tax rates of 15 and 40 percent.

It also reces the minimum tax rate from 5 percent to 3 percent for people whose monthly incomes are between 3,500 and 4,500 yuan.

WHEN an NBA player is young he thinks he can win the championship by himself. It is only later when he has aged and been through many battles that he learns an important lesson: there is no "I" in "team".

There is no better example of the value of teamwork than the Boston Celtics. Paul Pierce, Ray Allen and Kevin Garnett were all superstars on three different teams. Yet, none of them had any titles to show for it. Then, last season, they decided to sacrifice money and indivial statistics to play together. Garnett and Allen joined Pierce on the Celtics and changed the NBA in the process.

It started in simple ways. Garnett and Allen are two of the most intense athletes in the world. They treat every second of every practice like it is the NBA championship. If you want to play alongside them then you will have to do the same. So, the young guys on the Celtics started giving their full effort too.

Pierce had been the star of the Celtics for many years. He used to shoot the ball many times a game. But with the addition of Allen and Garnett he shot less and focused on defense. His selflessness showed the young players that doing what made the team better was the only thing that mattered.

When the Celtics were winning and the game was almost over, Garnett, Pierce and Allen would come out of the game. But they wouldn』t just sit on the bench. Instead, they stood and cheered and screamed for their teammates. They wanted to support their friends and teammates.

Now, the guys who don't play know they can still affect the game by cheering so they scream and cheer when Garnett, Allen and Pierce are playing. The Celtics have developed a strong relationship. They are more than just teammates. They are brothers.

The result: the Boston Celtics won the 2008 NBA championship and are considered the favorites to win the Eastern Conference championship again this year.

There is a saying that goes, "A successful team beats with one heart." If that is the case, the Celtics may have the biggest heart in the NBA.

Bush shows gift of gaffe at APEC summit

President Bush had a terrible, horrible day at the Sydney Opera House Friday, confusing APEC with OPEC and transforming Australian troops into Austrians.

Bush's tongue started slipping almost as soon as he started talking at a business forum on the eve of an Asia-Pacific Economic Cooperation (APEC) summit in Sydney.

"Mr. Prime Minister, thank you for your introction," he told Prime Minister John Howard. "Thank you for being such a fine host for the OPEC summit."

As the audience of several hundred people erupted in laughter, Bush corrected himself and joked, "He invited me to the OPEC summit next year." Australia has never been a member of the Organization of the Petroleum Exporting Countries.

Later in his speech, Bush recounted how Howard had gone to visit "Austrian troops" last year in Iraq. There are, in fact, no Austrian troops there. But Australia has about 1,500 Australian military personnel in and around the country.

Upon finishing his speech, Bush took the wrong way off-stage and, looking slightly perplexed, had to be re-directed by Howard to a centre-stage exit.
