二是在擴大就業的同時必須高度重視就業的質量和勞動關系問題。中央所以把就業擺在如此的高度,一個根本的原因在於就業與社會穩定有關。就業包括兩個方面的內容:就業數量和就業質量。所謂就業數量是指就業機會的多少,而就業質量主要是指就業的環境和勞動關系。就業的上述兩個方面都與社會穩定密切相關。從歷史上看,一個政權的更替或社會結構的劇烈變化,既可能因就業崗位嚴重短缺而引起,也可能會起因於就業環境或者勞動關系的惡化。中國目前一些地方工人工作條件很差,工人尤其是農民工的工資,常常被拖欠,構成了對社會穩定的極大威脅。因此,在關注擴大就業的同時,還必須同時關注勞動關系問題,只有這樣才能真正體現就業是民生之本的精神,也才能真正體現出中央對廣大人民群眾根本利益的關心。

In my opinion, there are four causes:
First, graates lack experience. They spend most of their time at school studying academic subjects and lack relevant job training. Only after graation do they realize it's hard to find jobs.

So, university students should try their best to change this situation. When they are in school, they should make the most of their time and put their heart into their studies. They can hold part-time jobs in their spare time to accumulate relevant work experience. They should take part in some social activities and provide themselves with special training, if possible. When they graate and apply for jobs, they should attach more importance to accumulating experience than to their starting salary.

As the day of graation draws near,college students have to make decisions about their future life.Whether one wants to bee a postgraate or look for a job largely depends on one's personal interests.
